Any time you have time! It is possible to always kayak/canoe any time the water is open. If you like adventure then run when the river is highest. If you are sea kayaking you must match water conditions with your skill level.
References :
Guide

it is always best to check the tide and when the river or sea etc will be at its peak points http://www.ukriversguidebook.co.uk/ is a good website, but generally the summer is best..

make sure you take proseddures as the weather can change at any time..
-sun cream
-dry clothes
-food and drink
-watch
-money
and make sure you always tell someone where you are going when you plan to be back..

it would be better to take 1 star or your stars before you leave then you will be taught how to deal with any problems and also general water safety..

good luck and happy paddling!!
References :
Sure, while you are not working the exact same muscles your are working the large muscle groups in similar fashion.

Plus if you have the chance to get on the water and get a good workout at the same time go and do it.

Ancient people (neolithic) first started working gold and copper, the two softest metals. By 3000 bc, people in Egypt, Mesopotamia and the caucus had started to add tin to copper making bronze.
References :
http://en.wikipedia.org/wiki/Bronze_Age

Its the alligators and crocodiles: one bite and you are no more.

If it is just "where are you": then a GPS / mobile phone that sends out a signal that can be tracked on a computer might be enough.

And a waterproof GPS, that has a "what direction to get back to the start" feature might help.
References :
I'm pretty sure they had access to bronze and iron ore, possibly copper. You may want to look up ancient metallurgy.
References :
Any of those states is going to be fantastic. In my opinion, Idaho has the best rafting overall, but if you are taking your own boat, it's hard to get a permit. I think Utah has the best hiking of those listed.

Have a great time!
References :
How can A river ( the same river) can run north & south at the same time?
That means the river is not running anywhere (neither north nor south) and it is a stagnant pool.
First principle of flowing water is it 'runs down', from a higher level to one that is lower. If some water runs from point 'A' to point 'B' that is south of 'A', because A is higher than B (B is lower than A), how can some other water climb from 'B' to 'A' in an attempt to flow north.
This is all I understood from your stated (I don't know about your 'unstated' meaning) version.
References :
Idaho! No contest. Raft down Hells Caynon. lots of Intersting Geology, old homesteds, wildlife ect. for hiking. Smallmouth, rainbow trout, channel cats, sturgun steelhead and salmon for fishing and some incredable rapids. I camped a week at Granite Creek and it was the expereance of my life. (my grandmother's new husband was raised at Saddle Creek (a few mikes upstream from Granite).
(I have pics I can send you if you want them.) P.S. have an Oregon flishing licence to You never know which side of the river you're going to camp on.
References :
Personal experance
